One of your decisions in round 3 is to optimize bids.
To do this, navigate to your ad campaigns and select the Keywords tab. See screenshot.
From here you can edit your bid amounts for each keyword by clicking on the little blue pencil next to any keyword.
In order for this decision to check off, you will need to change at least one of your bids.
